SINGAPORE – Hundreds of new Housing Board Build-To Order (BTO) flats that have yet to be released for sale are currently being constructed in Clementi, Toa Payoh and Bukit Merah.
According to The Straits Times, 753 units are planned to be built on a 1.6ha plot located near the intersection between Clementi Avenue 6 & Commonwealth Avenue West. In addition, 741 units are being built on a 1.7ha plot located at the intersection of Braddell Rise & Toa Payoh Rise.
HDB was also granted permission by the Building and Construction Authority in August to start construction work on 1,462 flats located on the Bukit Merah housing site in Alexandra Road.
Of the 1,462 units which are being built, 964 of them are part of the Alexandra Peaks project launched in December 2023, while the remaining 498 units will be built close to Alexandra Peaks in a development that is not yet launched for sale.
The new Clementi flats are being constructed on land that was vacated as part of the Selective En bloc Redevelopment Scheme (Sers) project announced in 2005 as a part of the efforts to revitalize the Clementi town centre. Sers is a scheme which allows the government to revive older estates through the redevelopment of flats situated on land that has high-development potential.
HDB notices that are posted on the site suggest that work started on September 20. The 753 units including three-, two- and four-room apartments, were to be completed in the first quarter of 2029. The flats are expected to be completed by the first quarter 2029.
A site-specific information board states that there will be four residential blocks – three 40-storey blocks as well as one 34-storey block, and a child care center, an eating house, a minimart, an area pavilion, and a seven-storey carpark with an outdoor roof garden.
The Clementi flats are likely to be Plus flats since they are not in the central region. However, they are about 300m from Clementi MRT station and the town centre.
The 741 units in Toa Payoh will close in the second quarter of 2029.
According to the information panel at the site which is located across the road from Toa Payoh Ridge BTO’s planned project it will comprise two 40-storey towers, along with a parking garage that is multi-storey, a childcare center along with a commercial building and two Pavilions in the precinct.
First Toa Payoh primary school had occupied the land, which was rezoned to residential use in 2023.
The flats are likely to be classified as Plus because they are away from the city center but are within 300m of Caldecott MRT station, an interchange that connects the Circle Thomson-East Coast and Circle lines.
HDB will likely to include significant subsidies in the price of sale, considering similar four- and five-room resales with the same location characteristics as this project have been sold for at minimum $1,000,000.
Over in Bukit Merah, yet to be announced 498-unit BTO project will be constructed near the intersection of Prince Charles Crescent and Alexandra Road. The project will be constructed on the 1.4ha area where Alexandra Post Office used to be located. The post office was shut down in June 2023.
The upcoming flats are expected to be in the category of Plus, since they are located on the fringe of the city and 400m from Redhill MRT station, which is a few stops from the Central Business District.
According to a HDB announcement posted on an apartment block in the area, construction work for the Alexandra Peaks project started in June. It is anticipated to be finished in the second quarter 2029.
Future residents will have access to amenities being built within Alexandra Peaks. These include a pre-school and eating house and stores, a miniart, and the residents’ network centre.
Prime Flats, the model that was the precursor to the current Prime flats, was the model used for the launch of Alexandra Peaks.
None of the upcoming flats in Clementi, Toa Payoh or Bukit Merah are part of the February 2025 BTO exercise, indicating that they’ll likely launch later in 2025 at the very earliest. The exercise in February will include around 55,000 flats in Kallang/Whampoa Queenstown, Woodlands and Yishun.
The board had been working with other agencies of the government to make project sites available earlier.
The construction begins for many months or over an entire year before the project’s launch. This is the reason why apartments with a shorter wait time can be available.
The Pine Ville @ AMK Project which was announced on April 20th, will expand the number of apartments available in Ang Mo Kio. This project replaces 606 residents who were affected by the Sers project located on Ang Mo Kio Avenue 3 which was revealed in 2022.
Construction of the 1,068 unit project is continuing, and is slated for completion by the third quarter of 2027. It will include two-room flexi, three-room, and four-room flats in six blocks.
The project will also feature an uni-storey commercial block and an eight-storey carpark with a kidney dialysis center and a centre for children.
HDB earlier stated that 104 households out of 606 that were affected by Sers have been approved for flats in the BTO exercises that took place between May and August, 2022. This will shrink the pool of flats at Pine Ville @ AMK.
The remaining flats in the project will likely go on sale at the Sale of Balance Flats (SBF) exercise, which takes place once a year.
In February 2025, the following SBF sale will take place, with more than 5,500 balance apartments being sold in the largest sale to date.
